Motion to Establish a
Constitutional Convention
Authored and Sponsored by Die Kronprinzessin
Section I: Preamble
Noting the prior Constitutional Contest.
Recognising the obligation entrusted onto Congress through Section 2, Subsection a.
Understanding the current calls and desires of this region for a new constitution.
Believing that this region deserves good governance and structured governance
Hereby establishes a Constitutional Convention
Section II: The Convention
This motion hereby establishes a Constitutional Convention that shall be tasked with the proposing and debate of a Constitution fitting of this region.
This Convention shall consist of two parts:
The first being a ‘Council of State’ that shall draft the constitution presented to Congress, the Prime Minister and the people.
The second being a public forum upon which reports from the Council of State will be found as well as a forum upon which citizenry can contribute publicly.
This Convention shall end 30 days after it begins; it shall begin the day after all members of the Council of State, and any applicable hierarchy, have been decided on.
When a Constitution has been drafted by the Council of State a ratification referendum shall be held.
Section III: The Council of State
The Council of State is entrusted to discuss, debate and propose a finalised Constitution to these Democratic States through Congress.
Every week a report drafted by the Council shall be submitted to the designated public forum for the free access and viewing of all the UDS’ citizenry.
The Members of this Council of State (henceforth known as Councillors) shall not be permitted to hold two Councillor positions. The forms of Councillor and the selection process for Councillors are as follows:
The Prime Minister, ex officio
The Prime Minister may delegate this to his Deputy.
The Founder, ex officio
The Founder may delegate this to another admin.
The Chief Justice, ex officio
The Chief Justice may delegate this to another Justice.
3 Representatives from Congress.
These members shall be voted on by all members of Congress in a Joint Session and at most 2 may come from the same Chamber.
The Council of State must select and vote in a Council Chair 24 hours after the 3 Representative Councillors have been decided upon by Congress.
In order to fulfill this task the Council of State shall be granted the appropriate spaces to discuss all that is needed to be discussed; as well as this ex officio members who have delegated their responsibility shall be allowed to view these spaces, however shall remain unable to discuss them.
Congress may pass a Motion of No Confidence on one or all serving Councillors in this role separately from any other duty they may have.
For those who hold this position ex officio, a Motion of No Confidence shall force them to delegate their duty and they shall be unable to retrieve it.
Councillors are expected to further any private concerns, suggestions, etc. from citizens to the rest of the Council of State.
Section IV: Addendum
‘Joint Session’ shall be defined as an open session between both Houses of Congress in which all Congressmen and Congresswomen shall be able to discuss and debate an issue. A Joint Session shall take place in the Senate Chambers.
The ‘public forum’ mentioned shall consist of two parts:
The first being a subforum/board on the Regional Forums for all citizenry to access.
The second being a discord channel on the Regional Discord, or alternatively a separate discord server for the Council of State’s use.
