As provided for by 2.3.d.i of the Motion to Establish a Constitutional Convention, Congress held a Joint Session of the two houses to choose three members of the Assembly and Senate, not all from the same house, to represent Congress in the Council of State. Members cast up to three votes for three different candidates.
