A Motion
To ratify The United Island Accord
Introduced to the General Assembly of the Union of Democratic States on the 17th of August 2020
Sponsored by Phoenix Coalition; Co-Sponsored by The Noble Thatcherites and Druing
Wishing to affirm an existing commitment to shared defender values and ensure good relations and cooperation between our great regions, The Union of Democratic States and 10000 Islands hereby enter into this treaty of friendship.
Article 1 - Mutual Recognition
Section 1. The parties to this treaty recognize the government of each region, based upon its constitutions and laws, as legitimate, and will not extend recognition to any other government.
Section 2. At the time of ratification, it is recognized that the legitimate seat of government of 10000 Islands, as defined by the Constitution of 10000 Islands, is the Council of Nine and the Chief Executive.
Section 3. At the time of ratification, it is recognized that the legitimate government of the Union of Democratic States is the Republic of the Union of Democratic States as defined by the Constitution of the same.
Section 4. At the time of ratification, it is recognized that the respective security and military authority of 10000 Islands, is the Ten-thousand Islands Treaty Organization (TITO) under the leadership of its Commander-in-Chief.
Section 5. Both parties shall maintain a commitment to defender values based in respect for the sovereignty of other regions. Each party will retain the right to offensively target raiding regions, fascist regions, regions with which they are in a declared state of war, and regions which are engaged in campaigns of harassment or disinformation against the lawful government or residents of the party.
Section 6. To ensure continued diplomatic relations the signatories shall maintain in-game embassies on Nationstates.net, off-site embassies on their respective regional forums, and diplomatic representatives within each other's regions, to the best of their abilities.
Article 2 - Non-Aggression and Mutual Defense
Section 1. Both signatories agree not to attack the home region of the other party nor participate in any action with the intent to overthrow their legitimate government.
Section 2. Both signatories will refrain from conspiring, either directly or through a third party, to destabilize or overthrow the legitimate government of either party.
Section 3. Both signatories will refrain from conducting clandestine operations, espionage, and/or other forms of spying against either party.
Section 4. Both signatories agree to aid each other against attempts to illegally overthrow the in-game Delegate of their respective home regions.
Section 5. The signatories shall provide to each other intelligence, on a need-to-know basis, on any potential hostilities or actions against the other region’s lawful government or community, unless doing so would violate applicable laws, or the terms of service for NationStates or regional communications platforms, or unduly compromise said signatory's sources of information. If this intelligence relates to actions of the other Signatory's Delegate, then it will be provided to the President of the Union of Democratic States or the Chief Executive of 10000 Islands respectively.
Article 3 - Cultural Exchange
Section 1. The signatories will allow and encourage each other’s residents to participate in their social activities and cultural events when appropriate, on or off the NationStates site, subject to their adherence to the rules of the region, the event itself, and of the relevant platform.
Section 2. The signatories to this treaty will seek to conduct periodic communal cultural activities when appropriate.
Article 4 - Military and Security Council Co-operation
Section 1. The signatories agree to seek opportunities for military cooperation in defensive and liberation operations.
Section 2. The signatories will seek opportunities to share intelligence relating to conducting defensive and liberation operations.
Section 3. The parties agree to strive for strategic cooperation on matters before the World Assembly Security Council, so as to maximize defender values and mutual strategic interests.
Article 5 - Deposit, Ratification, and Termination
Section 1. This treaty shall be ratified upon completion of the respective lawful ratification processes of both the Union of Democratic States and 10000 Islands.
Section 2. This treaty shall be deposited in a publicly accessible area of the community forums of both parties.
Section 3. The parties to this treaty may, from time to time, clarify the terms of this treaty through memorandums of understanding, which shall be posted alongside the treaty.
Section 4. Either party may suspend the terms of this treaty if the other party has materially breached its terms until such a time that both parties peacefully settle the dispute and adopt a memorandum of understanding that the treaty is again in force.
Section 5. Either party may terminate the treaty with five days written notice after which the terms of the treaty are no longer binding on either party. Termination of this treaty shall not itself be interpreted as an act of aggression.
